Newcastle's pipeline
- Pilgrim's Quarter, Pilgrim Street. Bowmer + Kirkland won the full internal fit-out after the building reached practical completion in December 2025. The Cat B works cover about 43,000m² over nine floors, including mechanical, electrical, audio-visual and furniture installations, and B+K is also managing the Cat C works. It will be HMRC's largest regional centre, with more than 9,000 civil servants due to start moving in during autumn 2027 (Bowmer + Kirkland, February 2026).
- Council homes framework. Newcastle City Council has begun market engagement on a proposed £220m framework for more than 700 social rented homes over eight years, April 2027 to April 2035, on small sites and infill plots, including modular and panelised homes. It wants feedback from main contractors, SME builders, modular manufacturers and civil engineers, and follows £141.4m of Homes England funding (Construction News, October 2026).
- Forth Yards, beside Central Station. This is the city's last major undeveloped waterfront site, with an ambition for up to 2,500 homes and £120m of public money for remediation and infrastructure. The first phase, Quayside West and Highline Phase 1, covers about 1,100 homes (Review North).
Check Find a Tender or Homes England for the appointed Forth Yards development partner.
Our read: the fit-out means months of drylining, ceilings, M&E, flooring and joinery. Small-site council housing tends to suit regional SME builders, which helps if you'd prefer a local employer.

The green card in brief
If your Newcastle College course doesn't include it, the labourer route is the Level 1 award (CSCS), CITB's Operatives test at £23.50 (CITB) and a £36 card from the My CSCS app (CSCS). Renew after two years with an employer declaration. Contractors, rather than the law, are what make the card essential (CSCS FAQs).
Newcastle College and Constructing Careers
Newcastle College runs full-time courses and apprenticeships in bricklaying, plastering, roofing, slating and tiling, painting and decorating, plumbing and carpentry, in specialist construction facilities. It says most courses let you gain your CSCS card (Newcastle College).
The college's next open event is on Wednesday 4 November 2026, 5pm to 7pm (Newcastle College).
Constructing Careers is a three-week employability and entry-level construction programme from Newcastle College, Esh Construction and the Newcastle United Foundation, launched in March 2025 (Newcastle College). Ask the college whether a new intake is planned.
Apprenticeships on Tyneside
Newcastle College trains construction apprentices in the trades above (Newcastle College). Foundation apprenticeships are designed for people without experience and open to anyone aged 16 to 21 (apprenticeships.gov.uk). Search gov.uk/apply-apprenticeship for Newcastle and Tyneside. The government has also announced that at least 3% of the workforce on large government construction projects must be apprentices, with details unconfirmed when we checked (Construction News).
A Newcastle game plan for new starters
- Choose a course that ends with a card, at Newcastle College or a funded provider.
- Chase the fit-out subcontractors. Pilgrim's Quarter needs labourers, drylining improvers and M&E mates. Use B+K's site boards to find out who holds each package.
- Register with Tyneside agencies, bringing your card, right-to-work share code, references and PPE.
- Know your deductions. A CIS contractor withholds 20%, or 30% unregistered (GOV.UK). Self-employed means no paid holidays (GOV.UK).
- Watch the council framework and check Find a Job for Tyneside firms.
Getting around Newcastle

Earnings
Official Newcastle figures weren't available. England's National Careers Service gives labourers £23,000 to £35,000 a year for a 40 to 44 hour week.
