Who is building in Belfast
- Labs, hotels and student beds. Deloitte's regional crane surveys recorded five new starts in Belfast in 2025 and 219,000 sq ft of floorspace under construction, up from 144,000. Three starts were education schemes, including two R&D buildings: the Institute of Research Excellence for Advanced Clinical Healthcare and Momentum One Zero. Deloitte also counted 531 hotel rooms under way, with 1,224 student bedspaces due in 2026.
- Belfast Stories, Royal Avenue. Belfast City Council's visitor attraction is planned for the former Bank of Ireland building at the top of Royal Avenue. At market engagement in June 2025, the council put the main works contract at about £70m, with works due from January 2027 to March 2031, and said up to 1,200 jobs would be supported across construction and launch (Construction News, June 2025). Timings like these can move, so check the council's updates.
- Weavers Cross. Around 8 acres next to the new Belfast Grand Central Station, with about 1.5m sq ft of mixed-use space planned, including offices, life sciences, hotels and homes. Outline planning permission is in place and sites were due to become available from summer 2026 (Belfast City Council).
Our read: labs, hotels and student blocks need lots of M&E, drylining and fit-out labour. A civic scheme like Belfast Stories should add groundworks and frame packages from 2027.
How the CSR card works
CEF says the CSR card isn't a legal requirement, but many main contractors, clients and government bodies ask for it (CEF CSR FAQs). The steps are different from Great Britain:
- Book the CSR one-day Health and Safety course with an accredited provider. CSR gives out the list of providers on 028 9087 7150 (CEF).
- The provider applies for your card. There's no separate app application.
- The Green Labourer card needs an employer declaration that you're in a labouring role. If you hold a construction NVQ Level 2, a recognised Level 2 apprenticeship or a City & Guilds craft certificate, apply for the Blue Skilled card instead (CEF card types).
- Cards last four years from your training date, and you renew by repeating the one-day course (same CEF page).
Our read: because of the employer declaration, many people only get their first Labourer card once they've got a job offer. Ask the agency or employer whether they'll sign it before you pay for the course.
Moving between NI, GB and the Republic. CSR cards carrying the CSCS logo are accepted in Great Britain (the Health & Safety Trained card is the exception). The CSR one-day course is also mutually recognised as equivalent to the health and safety element of SOLAS Safe Pass in the Republic (CEF CSR FAQs).
The CITB test in Belfast (only if you need it)
The CSR route described by CEF uses the one-day course, not the CITB touch-screen test. Some people still need the CITB HS&E test, for example for a card scheme or employer in Great Britain that asks for it. Pearson VUE lists these centres for the CITB test:
| Centre (Pearson listing) | Postcode | Directions given |
|---|---|---|
| Pearson Professional Centres-UK Belfast, 119 Royal Avenue | BT1 1FF | Walk from Great Northern Mall via Donegall Place to Royal Avenue |
| Pearson Professional Centres-UK Ballymena, The Tower Centre | BT43 6AH | About 500m from the bus and train station via Galgorm Road |
For other options, use Pearson VUE's CITB finder or CITB's Internet Test Centre map, which has a Northern Ireland section. Check with CEF first that you actually need it.
Construction courses in Belfast
- Belfast Met, Level 1 Construction (Millfield campus). A one-year, full-time course leading to the City & Guilds Level 1 Diploma in Construction Skills, covering bricklaying, plumbing and joinery alongside health and safety and essential skills. It's aimed at learners who haven't met the Level 2 entry requirements, and the listed 2026 tuition fee is £0 (Belfast Met).
The current run is listed from 14 September 2026 to 6 June 2027, for applicants aged 16 by 1 July 2026 (Belfast Met).
- CSR accredited providers run the one-day health and safety course. Call CSR for the current list (CEF).
Apprenticeships in Northern Ireland
Search through the official nidirect apprenticeship service, not the English gov.uk one. Build My Path is an industry careers site for NI construction. Finishing a Level 2 apprenticeship or NVQ moves you up to the Blue Skilled CSR card rather than the Labourer card (CEF card types).
First job in Belfast with no experience
- Get a job offer or agency placement first, so someone can sign your Labourer declaration.
- Do the CSR one-day course and let the provider handle the card.
- Aim at fit-out jobs. Labs, hotels and student blocks need labourers, drylining improvers and M&E mates.
- Register with Belfast agencies. Bring ID, right-to-work documents, references and your own PPE, and ask whether you'll be employed or paid as a CIS subcontractor. Under CIS, 20% is deducted from each payment (30% if you're not registered) (GOV.UK).
- Search JobCentre Online on nidirect for local builders as well as the big boards.
Getting around Belfast
Royal Avenue and the city centre are on the Metro bus and Glider routes. Weavers Cross sits beside Grand Central Station. Pearson's Royal Avenue listing points drivers to Library Street car park. Before taking a 7:30am start in an outlying site, check the first bus or train.
Pay in Northern Ireland
There's no official Belfast-specific rate that we could find. For a benchmark, the National Careers Service gives £23,000 to £35,000 a year for a construction labourer, but that's an England figure (National Careers Service). Get your rate and pay terms in writing.
Frequently asked questions
Do I need a CSCS card or a CSR card in Belfast?
In Northern Ireland the scheme is the Construction Skills Register (CSR), run by the CEF. You get the card by completing a one-day health and safety course with an accredited provider, who applies for it on your behalf (CEF).
Is a Northern Ireland CSR card accepted in England, Scotland or Wales?
Yes, if it carries the CSCS logo. CSR is a member of the CSCS Alliance, and the Health & Safety Trained card is the one exception (CEF CSR FAQs).
Does the CSR course count in the Republic of Ireland?
The CSR One Day Health and Safety Course for Operatives is recognised as equivalent to the health and safety element of SOLAS Safe Pass, so valid cards issued on that basis are accepted where Safe Pass is required (CEF).
How long does a CSR card last?
Four years from the date of your one-day training. You renew by redoing the course, and a Labourer card also needs a fresh employer declaration (CEF card types).
Which CSR card do qualified tradespeople get?
With a construction NVQ Level 2 or equivalent, a recognised Level 2 apprenticeship or a City & Guilds Craft Certificate, you can apply for the Blue Skilled card after the one-day course (CEF card types).
