How to get construction work in Sheffield: free card route

This guide covers how to get construction work in Sheffield: Opportunity Sheffield's free card course, where to sit the CITB test on Leopold Street, Park Hill and Furnace Hill homes. It is for new starters, career changers and qualified trades new to South Yorkshire.

Sheffield's live and future schemes

  • Park Hill, Phase 4. Urban Splash and Places for People appointed GMI Construction Group to refurbish the fourth phase of the listed estate above the station. Work started in April 2026 on 125 apartments with new public realm, and a fifth phase already has planning consent. The partnership has completed 455 homes and 356 student rooms at Park Hill so far (BDC Magazine).
  • Furnace Hill and Neepsend. Sheffield City Council and Homes England have selected developers for two brownfield neighbourhoods on the edge of the city centre, backed by nearly £70m of government funding for land assembly and infrastructure (Homes England, February 2026):
    • Furnace Hill: about 750 homes from Capital&Centric and Great Places, roughly a third each affordable, for sale and build-to-rent. The listed Doncaster Street Cementation Furnace will be kept.
    • Neepsend: about 430 homes from igloo Regeneration.

Our read: Park Hill is a heritage refurbishment, which suits joiners, drylining, M&E and finishing trades. Furnace Hill and Neepsend are at developer stage, so treat them as 2027 onwards.

Card requirements

Off a funded course, sort out the Level 1 award first (CSCS), then CITB's Operatives test (£23.50, 45 minutes) (CITB). Your £36 application goes through the My CSCS app (CSCS).

Two years later you renew, which needs an employer declaration (CSCS). Sheffield sites will normally ask for it at induction, though it isn't a legal requirement (CSCS FAQs).

Skills Academies: Introduction to Construction with Green CSCS is a free three-week classroom course in Doncaster, Rotherham and Sheffield. It's open to adults aged 19+ in the South Yorkshire Mayoral Combined Authority area who are unemployed or on a low income, with no previous qualifications needed. You gain three Level 1 qualifications, including the health and safety award. A fully funded CSCS card application is included, provided you pass the qualifications the card needs, and the provider arranges job interviews with local employers (Skills Academies).

South Yorkshire apprenticeships

Look through the apprenticeship search for South Yorkshire. People aged 16 to 21 without experience can start on a foundation apprenticeship (apprenticeships.gov.uk). Our read: once Furnace Hill or Neepsend contractors are named, their social value teams are the people to ask about apprentice places.

A Sheffield plan for beginners

  1. Get on Opportunity Sheffield or Skills Academies. Both are free and end with the card route.
  2. Contact Park Hill subcontractors for drylining, joinery and M&E, and ask about labouring.
  3. Register with agencies covering Sheffield, Rotherham and the M1, taking your card, right-to-work share code, references and PPE.
  4. Ask PAYE or CIS? CIS means 20% held back, or 30% if you haven't registered (GOV.UK), and self-employment brings no paid leave (GOV.UK).
  5. Use Find a Job for Sheffield builders.

Opportunity Sheffield has no site training, so ask agencies or contractors about a short work trial you can put on your CV.

Getting to Sheffield sites

Park Hill sits above Sheffield station. Moorfoot is in the city centre, and Furnace Hill and Neepsend are on the northern edge of the centre. Check the first tram or bus before agreeing to an early start.

Pay

Sheffield has no official labourer rate that we found. England's National Careers Service quotes £23,000 for starters and £35,000 for experienced labourers.
